The Cabinet of Ministers of Russia submitted to the Duma a protocol on amendments to the agreement of the Russian Federation and Belarus on a loan for the Belarusian NPP

The Russian government has submitted to the State Duma for ratification a protocol on amendments to the Russian-Belarusian agreement on granting Belarus a state export loan for the construction of a nuclear power plant, TASS reports.

The explanatory note states that earlier the Belarusian side requested to review the terms of the loan repayment. The reason for this was the decline in the level of world oil and gas prices, as well as the postponement of the commissioning of power units No. 1 and No. 2 of the nuclear power plant from 2018 to 2022. The protocol was signed on July 14, 2020.

The Protocol conditions of Belarus' obligations as extending the period of use of the loan before the end of 2022, moving the start date of repayment of principal on the loan from 1 April 2021 to April 1, 2023 and replace the current fixed interest rate on the loan at a fixed interest rate of 3.3% per annum.

«The specified level of the interest rate is currently comparable to the cost of borrowing of the Russian Federation on the international capital market for a similar period», the explanatory note says.
