In the Grodno region, there are 440 water bodies suitable for fishing and fish farming. Of these, 370 are leased.
"During the inspection, it turned out that favorable conditions for amateur fishing are not created everywhere. Most of the tenants did not comply with the terms of the lease agreements, did not maintain water bodies and coastal territory in proper condition," the prosecutor's office's information service reported. Almost all tenants have not signed lease agreements for hydraulic structures. This is due to the fact that such structures do not have an owner or a balance sheet holder.
Unauthorized structures also appeared on the banks of rented reservoirs. It wasn't just the tenants who built them. Bridges, piers, fences were identified on the land plots adjacent to the reservoirs, provided to citizens for the maintenance of residential buildings. Unauthorized structures were identified in water protection zones and coastal strips of Grodno, Voronovsky, Lida, Korelichsky and Oshmyansky districts.
"Local executive and administrative bodies, environmental protection services did not properly control the rational use of water bodies," the prosecutor's office noted. Often, when providing objects for rent in accordance with the procedure established by law, land acquisition was not carried out.
For more than 50 reservoirs from the reserve fund of fishing grounds, no fish-breeding-biological or biological justifications have been developed. No one was engaged in their stocking, preventing zamorov.
According to the results of the audit, the prosecutor's office made 14 submissions to the district executive committees and Councils of Deputies, and issued instructions to 6 individual entrepreneurs. Three citizens were brought to administrative responsibility. In addition, the issue of termination of contracts with tenants who ignored the fulfillment of their obligations was raised.
